INFORMATION:
The Elysium Citadel is a safe haven for demigod children (those born of man and god) located off the coast of Arcadia Cove; the local town, in the dense forests outside of the town. The citadel is located underground and there’s a special passage required to get in from the surface. The citadel’s entrance is free of influence and open for all, though the rest of the citadel’s levels past the entry way is crafted by technology that only allows demigods inside. Until present day, for the past eight years without a worry in the world, the demigod population have remained safe and out of harm’s ways and out of the government and Spes Corporation’s demonic and greedy hands.
The citadel has six levels in total, the ground level being the top level of the citadel. Expansions to the citadel have been considered, but no inconveniences want to be brought upon the citadel’s residents.

PURPOSE:
The Citadel is the safe haven of the Elysium. It brings hope to demigod children who have escaped from the clutches of the Spes Corporation in hopes of finding and creating a new beginning in safety. They value respect, equality, and teamwork at the grounds of the Citadel. They use conventional means to get what they want, and violence isn’t tolerated unless self defence comes into play; which is a last resort.
THE ELYSIUM COUNCIL MEMBERS + MONTHLY LEADER POSITIONS:
The Elysium Council has representatives who come from each cluster of demigods, who gather together to form the Elysium council who are responsible for tactical and grand decisions concerning the future of their home and how to keep the citadel in obscurity, and how to house runaway demigods without exposing their safe haven to the humans trying to find them; who harbour nefarious intentions.
MONTHLY LEADERS: The oldest and / or the smartest of the Elysium Citadel take turns assuming leadership for the month in pairs of two to balance the responsibilities and duties out, either they elect themselves to take up the mantle or the Citadel's council members elect a pair of individuals they deem worthy to be the leaders for the month; knowing they can trust them.

Leaders are in rotation every month; to give every individual in the citadel a turn in the leadership role and to learn some new skills. And to protect their home. The monthly elections for the chosen leaders of the citadel after often done in combat. Only the most skilled and smartest who chose to select themselves as possible leaders for the month are recommended to take up the role. And it is possible to die during combat when fighting for the leadership role. The reasoning behind having two leaders of the citadel is the saying; two minds work better than one, that and duties and responsibilities are split up between the two leaders. To be equal and fair, and to work as a team.

THE CITADEL'S LEVELS:
GROUND LEVEL: The ground level consists of the citadel’s entrance and the citadel council’s meeting room / makeshift interrogation room. The levels below the entrance and the council meeting room are interfaced with technology that recognises and only allows demigods into the rest of the citadel and grants them access to their home. They are able to get access to rest of the citadel’s areas via an elevator or the stairs.
LEVEL ONE: Level one consists of the citadel’s kitchen and cafeteria which houses the demigod residents whenever breaks from classes or dinner is in session. There have been constant considerations on adding a main common room esque area where all of the demigod clusters can hang out and mingle together without being separated by their demigod cluster though they’re also taking in account how this expansion could cause an inconvenience to the citadel’s residents and how much material will have to be used.
LEVEL TWO: This is where the citadel’s dorms and spare dorms are located at. 24 dorms for the 24 demigod clusters; some demigods have to spare a dorm, others get their own dorm; but the dorms have a main lounge area for the clusters, though they’re not allowed to hang out with other demigods from other clusters. Constant overcrowding fears are thought of and thoughts of expanding not just the dorms but the entire citadel itself has been considered. But these expansion talks have been halted for months on end.

The eldest children of Athena’s cluster (and Hephaestus's eldest and smartest children on occasion) are usually given the position as teachers to give the citadel’s residents an education; usually the younger demigods are given a chance to learn and fight, as they’re essentially the fighting future of the citadel stronghold.
LEVEL FOUR: The citadel’s training room, where combat classes and training sessions, and the occasional self training sessions are held. There are facilities that cater to each demigod’s unique ability and combat prowess. Combat classes are usually the second class of each passing day, which is preceded by English class. Penelope Gerdes is one of the head combat instructors and is infamous for producing talented demigod combatants.

This is only known to the citadel’s council members and some degree of Athena’s demigod children; the ladder entrance is located behind a bookshelf in the Athena cluster’s dorms. Level five is also where the citadel’s prison cells located at, where traitors and possible suspects are imprisoned. Though, just like their free counterparts, they’re treated equally and with respect but also with disdain.
